What does a New Orleans mechanical permit require in 2026?

A New Orleans mechanical permit requires load and duct design to be done before the equipment goes in. The city states that Manual J, S and D worksheet calculations shall be completed prior to the installation of an HVAC system on new construction and substantial renovations. Manual J is the heating and cooling load, Manual S the equipment selection against that load, and Manual D the duct design, so on that work the permit is asking for a system that was designed rather than sized by habit.

The building envelope is tested as well, and the city writes the result as a band. Tested air leakage shall be between 5 and 7 air changes per hour at 50 pascals. Most technicians meet air leakage as a ceiling to stay under; New Orleans states a floor too, which matters on a tight new house in a humid climate, where fresh air has to come from somewhere designed for it.

Ducts are tested separately, by individuals certified to perform duct sealing tests, and the test is waived only where the air handler and every duct sit inside conditioned space. The city asks that you be 18 or older and submit the completed application, a recent color photo, a driver's license or state ID, and a signed journeyman acknowledgement. The license applies to any person engaged in the trade of installing or repairing equipment, materials or apparatus.

A Class B holder works for someone. The city requires a journeyman mechanic to be employed by and work under the supervision of a Class A air conditioning and refrigeration contractor. Gasfitting runs on a parallel track: a journeyman gasfitter qualifies with a State Plumbing Board natural gasfitter card instead of the ICC exam, and works under a Class A master gasfitter.

The license costs $55 a year, half the $110 the master license costs. It expires on the holder's birthday rather than on a fixed date, renewal opens 90 days before, and a late renewal adds $5 for each month it is overdue.
