Do you need a license to work as an HVAC tech in Montana in 2026?

No, you do not need a license to work as an HVAC tech in Montana. The Department of Labor and Industry publishes the complete list of the boards and programs it supervises, and there are 38 of them. None covers HVAC, mechanical, heating, air conditioning or refrigeration. Nothing stands between a Montana technician and paid work in this trade.

The gap reads as a decision rather than an oversight once you see what surrounds it. Montana licenses boiler operators and elevator mechanics, two adjacent mechanical trades, and it licenses electricians and plumbers under their own statutes. The trade in the middle is the one it left alone.

Two neighbouring scopes still reach into HVAC work. Plumbing in Montana is defined around potable water and sewage, and water heaters sit inside it, while fuel gas piping does not appear in the plumbing scope at all. On the electrical side the statute exempts work "involving 90 volts or less of alternating current or direct current", which covers thermostat and control wiring. It says nothing in HVAC-specific terms about running new branch circuits to a unit, so treat that as unsettled rather than permitted.

The credential that is not one

What does Montana's construction contractor license test in 2026?

The Montana construction contractor license tests nothing about the trade. The statute lists what an application must contain, and the list is complete: a social security number, proof of compliance with workers compensation laws, an employer identification number if there is one, and the names and addresses of the owners or officers. There is no exam, no experience requirement, no education requirement and no apprenticeship. The department adopted exactly three rules for the whole program, covering fees, applications and unprofessional conduct.

Every other feature of the chapter points the same way. The benefit of holding the licence is that whoever hires you is not liable as an employer for workers compensation, unemployment insurance or wages. Unprofessional conduct is defined as failing to comply with the Workers Compensation Act, the Unemployment Insurance Law or the wage and overtime provisions, not as poor workmanship. Penalties go to the uninsured employers fund. The department states plainly that it does not review or evaluate the quality of a contractor's workmanship when enforcing licensing complaints.

What changed on 1 January 2026 was the name and the address. Contractor registration under Title 39 was repealed and re-enacted as a licence under the professions title, existing registrations converting automatically and the price staying the same. Anything citing the old chapter is describing repealed law, and the state's own pages have not all caught up. The licence costs $70 and runs two years; the independent contractor exemption certificate, for a sole operator with no employees, costs $125 for the same term and exempts the holder from carrying a personal workers compensation policy.

Does a Montana mechanical permit require a licensed installer in 2026?

No, a Montana mechanical permit does not require a licensed installer, and the silence is deliberate rather than accidental. Montana adopts the 2021 International Mechanical Code by rule, and that rule contains no installer licence, certification or competency requirement anywhere in its text. The contrast with the neighbouring trades is what makes it legible: the plumbing rule was amended specifically to point at the plumber licensing statute, and the electrical permit rule forbids a permit holder from letting anyone but a licensed electrician or registered apprentice work under it. Neither was written for mechanical.

The inspector rules confirm it from the other direction. A city or county plumbing inspector must be a licensed plumber or certified in plumbing, and an electrical inspector must be a licensed electrician or certified in electrical. A mechanical inspector may qualify by third-party certification, a construction-related engineering or architecture degree, or an active plumbing licence. There is no Montana mechanical licence available to require.

A great deal of Montana HVAC work sits outside the code entirely. The state building code does not apply to residential buildings containing fewer than five dwelling units, nor to farm or ranch buildings of any size, unless a local body adopts it for them. Fifty-seven cities, towns and counties run certified code enforcement programs of their own, the four largest cities among them, and everywhere else falls to the state program. Where the exemption applies there is no state permit, no state inspection and no credential.

One city is different

Which Montana cities regulate HVAC work in 2026?

Great Falls is the Montana city that regulates HVAC work, through gas fitting, and it is the only genuine trade credential in this research. Anyone working in the trade of gas fitter in the city needs a gas fitter certificate, which takes a written examination administered by the gas inspector, a $20 examination fee, and affidavits from previous employers in plumbing, pipe fitting or gas fitting totalling at least two years. Only a licensed gas fitting contractor may obtain a permit for fuel gas piping, and violation is a misdemeanour.

The sharpest evidence of Montana's gap sits inside that one city code. Great Falls gates permits by credential in three trades and not the fourth: fuel gas permits go only to licensed gas fitting contractors, plumbing permits only to qualified plumbing contractors or homeowners, electrical permits only to those licensed under state law, and the mechanical chapter contains a single section adopting the code and imposing nothing. Same city, same code, four trades, and mechanical is the one with no credential attached.

Elsewhere the picture is thinner but not quite empty. Billings repealed its mechanical code article outright in 1994 and licenses electrical contractors itself while deferring to the state on plumbing. Missoula repealed its mechanical chapter in 2002, though it still attaches a $3,000 surety bond to a gas fitting and piping contractor's business licence, conditioned on work being done in a skillful and workmanlike manner, with no exam behind it. Bozeman bonds electrical contractors at $5,000 and has nothing comparable for mechanical. All four charge a general business licence or tax, which is what state preemption expressly leaves them.

Does HVAC school matter in Montana in 2026?

HVAC school matters more in Montana than in a licensing state, not less, because nothing else does the job. In a state that trades classroom hours for years of required experience, a program is partly worth what it removes from the clock. Montana has no clock. There is no licence, no exam and no experience requirement to shorten, so a program is worth exactly what it teaches you and what it certifies you in.

That puts the weight on portable credentials that mean the same thing to any employer. EPA Section 608 certification is federal and applies to anyone opening a refrigerant circuit anywhere in the country. Montana does not impose it, does not enforce it and does not check for it on a mechanical permit, which does not make it optional. NATE certification, HVAC Excellence competency exams and OSHA training carry across state lines, and a registered apprenticeship supplies both training and paid hours.

Two practical notes for anyone planning a business rather than a job. Work on a single project under $2,500 in aggregate contract price is exempt from the contractor licence entirely, as is an independent contractor with no employees, though hiring one person changes that. And a licensed Montana electrician or plumber operating within the scope of that licence is exempt from the contractor licence as well.

The Bureau of Labor Statistics counted 1,230 HVAC technician jobs in the state in its May 2025 wage survey, one of the smaller workforces in the country.

The spread is narrow at both ends. The bottom 10 percent earn $41,900 or less, close to the national floor of $40,050, and the top 10 percent earn $81,230 or more, roughly $14,000 short of the national 90th percentile of $95,210. The middle half runs from $48,150 to $75,790. A compressed top end is the usual shape where no licence tier separates senior technicians from everyone else, though the survey reports what people are paid rather than why, and makes no forecast about hiring.
