Texas licenses the trade and Houston may not add a licence of its own, but the city does require you to register your state licence with it before you can pull a mechanical permit or book an inspection, and that registration expires every year. The pay picture is more mixed than the size of the city suggests.

City registration

Do you need a City of Houston licence to do HVAC work in 2026?

You do not need a City of Houston licence to do HVAC work, because Texas does not let the city issue one. What Houston does require is that a state air conditioning and refrigeration contractor licence be registered with the city before that contractor can pull a mechanical permit. The two are different things, and the distinction is the single most useful fact about working in Houston: the state decides whether you are qualified, and the city decides whether you can open a job.

Registration is paperwork rather than an examination. The city asks for its registration form for a state air conditioning licence, a copy of the state licence card, official photo identification, and a certificate of insurance naming the licensee and licence number, addressed to the City of Houston Mechanical Section. First-time users also sign an acknowledgement for the online permitting system. The city gives a processing time of 24 hours.

The part that catches people is the clock. Registration is valid for one year and renewal is required, with the city mailing a renewal notice 90 days before expiry. Inspections are tied to it directly: the city states that a mechanical contractor licence registration must be in good standing in order to schedule an inspection. A lapsed registration does not stop you being a licensed contractor in Texas, it stops the job.

What does an HVAC permit cost in Houston in 2026?

Houston prices mechanical permits by the tonnage of the equipment rather than by a flat rate, which is unusual enough to be worth planning around. The industrial refrigeration permit is charged at $11.41 per ton plus $47.00, with a $33.56 administrative fee on top, and the permit stays valid for 180 days. A bigger machine costs more to permit, in direct proportion, before anyone has lifted a tool.

The permits run under the Houston amendments to the 2021 International Building Code rather than the base code, so the section numbers a technician learns in class are not always the section numbers the plan reviewer is reading from. Applications go in on the city mechanical building permit form, and plans are submitted electronically once the permit fees are paid.

Houston maintains separate permit types for altering an existing HVAC system, for residential air conditioning utility release, and for industrial refrigeration, and the last of those matters more here than in most cities. Houston is a port and petrochemical economy, and process cooling in an industrial plant is a different discipline from residential changeouts, on different equipment, under a permit written for closed refrigerant circuits driven by a compressor.

Is Houston a good place to work in HVAC in 2026?

Houston is a deep HVAC market rather than a concentrated one, and the difference matters when you are choosing where to train. The metro employs 7,680 HVAC technicians, which is a great deal of work by raw count. But its location quotient is 0.89, meaning Houston employs this trade at 89 percent of the national rate. Relative to its own size, Houston has slightly fewer HVAC jobs than the average American metro, not more.

Compare that with the other hot-climate metros on this site. Phoenix runs a location quotient of 1.29 and Miami 1.23, both well above the national rate, while Las Vegas sits at 1.05. Houston is the largest of the four by population and the least concentrated of the four in this trade. The reason is not that Houston needs less air conditioning, it is that Houston has a very large economy in other things, so HVAC is a smaller share of it.

What that means in practice is competition from breadth rather than scarcity of work. There is plenty of HVAC work in Houston. HVAC techs in the Houston metro make a median of $58,940 a year, which is $1,180 above the Texas median of $57,760 and $2,070 below the national median of $61,010. The hourly median is $28.34. Houston pays a little better than Texas as a whole and a little worse than the country as a whole, which is a narrower spread between those three numbers than most large metros manage.

The range underneath that median is wide. The bottom tenth of Houston HVAC technicians earn $38,780 or less and the top tenth earn $83,120 or more, with the middle half falling between $47,040 and $73,900. The distance from the floor to the ceiling is about $44,000, so where you end up inside the Houston market matters a great deal more than the fact that you are in it.
